Business license renewal in the State of Mexico: plan the 2027 window now, municipality by municipality

Answer: With branches in several State of Mexico (Edomex) municipalities, the operating-license renewal (refrendo) has no single date: the State Competitiveness and Commercial Regulation Law requires renewal, but each municipality sets its own calendar and requirements. January to March is the most common pattern in official municipal pages, with important exceptions: Naucalpan allows until April and Tlalnepantla says its licenses are permanent. Use Q4 2026 to get every branch's file ready.

Unlike Mexico City, where the SIAPEM notice revalidation is counted against each permit's expiry date (we explain it here), in Edomex the reference is usually the fiscal year.

State law requires renewal, but each municipality sets the calendar

First, classify each branch: municipality, impact level and whether it sells alcohol. The Law defines medium impact as selling alcohol for on-site consumption when it is not the main activity (a restaurant serving alcohol) and high impact when it is, such as a bar (arts. 2 and 48). That determines the service window, requirements and dates.

January to March is the most common pattern, not a rule for all of Edomex

If you sell alcohol, there is a second calendar: the State of Mexico Financial Code (art. 159) states that the renewal fee for alcohol-sales licenses is paid in February, March and April. If those dates don't match the municipal page, plan for the earliest date and confirm it at the service window. Toluca gives alcohol licenses five years of validity but still requires annual renewal (2026 Municipal Bylaw).

Civil protection and the Business Activity Ruling must be current before the window opens

The bottleneck is the rulings, not the fee. Toluca (SARE), Tlalnepantla and Cuautitlán Izcalli state that the license procedure itself is free; what you pay are related fees, such as alcohol sales. Those fees are set in art. 159 as multiples of the current UMA (Mexico's official unit of measure for fees and fines): for example, the annual renewal for a supermarket selling sealed alcohol is 450 UMA.

A Q4 plan to reach January with every file complete

The Law gives the municipal single window up to five business days to respond, extendable by up to five more; if there is no answer, for medium or high impact it counts as a denial (negativa ficta) (art. 17). Huixquilucan lists seven business days for medium-impact renewals. And filing is not enough: Cuautitlán Izcalli clarifies that you are not operating in good standing until the license is issued.
